APPOINTMENT OF STAFF

 

Policy

Hamilton Junior High School Board of Trustees shall be a good employer complying with all relevant legislation including the State Sector Act 1988, and any Collective Employer Agreement.  The Board will be an equal opportunities employer. Appointments will be made without prejudice to age, sex, marital status, dependents, ethnic background, moral beliefs and attitudes.  The most suitable person for the position shall be appointed.  Positions advertised will be identified by the needs of the school which will include the teaching expertise and experience needed for instruction in NZQA standards.  According to the position the Board will ensure the following skills and expertise are present in the staff roster;
  • Teaching and subject knowledge
  • Assessment and moderation skills
  • Educational management experience
  • Quality management expertise
  • Student support skills
  • Financial and administration expertise

Purpose

         i.            To comply with EEO legislation

       ii.            To appoint the most suitable person

Procedures

Principal appointment:

  1. Application period to be one month from the date of the first advertisement of the vacancy.
  2. No late application will be received with the exception that an applicant may lodge, in writing, a note of intention to apply prior to the closing date. In such a case a full application must be completed within a fortnight of the stated closing date.
  3. Applications must be on the application forms as provided by the school secretary.
  4. The application must be accompanied by a curriculum vitae and the applicant may nominate up to three confidential referees. Referees are to complete the approved referee’s form which they are sent by the Board Secretary.
  5. The Board of Trustees will appoint an Appointments committee that will include any Board member who wishes to be appointed. There will be no less than three members to this committee.
  6. Job descriptions, negotiable remuneration packages, and criteria for appointment will be available to genuine enquirers during the application period.
  7. The appointment will be made by the appointments committee after interviewing the short listed applicants.
  8. All interviews are to be held on the same day and appointment committee personnel will remain consistent for each interview.
  9. Questions to be asked of applicants will be linked to the stated job brief. Where appropriate, the quorum may ask questions seeking amplification of material presented in curriculum vitae.
  10. The Board Chairperson or his/her proxy will advise all applicants of the Board’s decision, naming the successful applicant as soon as is reasonably possible after the time that the Board has reached its decision and an individual employment contract has been agreed to between the Board and the successful applicant. The announcement will be followed by a letter of confirmation.

Note:    The Board of Trustees may feel inclined to invite an additional person or persons to assist them with the drawing up of job descriptions and/or the appointment procedures and also to assist them during the interviewing of applicants.  That person or persons would be required to be present at all interviews.  (The intention of this appendix to the appointments policy is to allow for such things as providing interview experience to the Board where Board members have had no previous experience.)

Deputy Principal appointment:

  1. Application period to be not less than 14 days and not more than 1 month from the date of first advertisement of vacancy( Excluding holiday periods Application period to be defined in the first advertisement of vacancy).
  2. No late application will be received with the exception that an applicant may lodge, in writing, a note of intention to apply prior to the closing date. In such a case a full application must be completed within a fortnight of the stated closing date.
  3. Applications must be on the application forms as provided by the school secretary.
  4. The application must be accompanied by curriculum vitae. The applicant may nominate up to three confidential referees. Referees are to complete the approved referee’s form which they are sent.

Appointment of all other Staff:


  1. The position, teaching or support staff will be identified by reviewing the needs of the school.
  2. Criteria for appointment will be available to genuine enquirers during the application period.

  1. Applications must be on the application forms provided by the schools secretary.

  1. Application period to be 14 days from the date of first advertisement of vacancy(excluding holiday periods or unless other notification is given in advance).

  1. The appointment will be made by the Board on the recommendation by the Principal. For senior positions the Principal sets up an appointments panel. The Principal shall consult the relevant Team Leader.

  1. The Board Chair/Principal will advise all applicants of the decision naming the successful applicant as soon as is reasonably possible after the time that the successful applicant has accepted the offer of a position.

  1. If the appointment of a general staff member/s is linked to a redeployment exercise the Principal may exempt themselves from the appointment process to ensure there is no potential for a conflict of interest.

  1. The Board of Trustees, as the employer entity, on consultation with the Principal will manage the appointing of staff during a redeployment process.

  1. Processes followed during this exercise will be guided by the terms and conditions outlined in the appropriate employment collective.

Review

This policy will be reviewed as part of the Board’s cycle of review/schedule
